The contractor shall notify the contracting activity of his requirement for each
of items (a), (b), and (c), and of the last acceptable date for delivery of these
items to his plant for incorporation into the lightweight diving outfit. Such
notification shall be given in time to allow 180 days for delivery of the items
to the contractor's plant by the Government before the last acceptable date.
3.11 Regulators and cylinder valve maintenance instructions. A copy of
each of the manufacturer's commercial maintenance instructions, including
illustrated parts breakdown (exploded view), for the demand regulator, for the
first stage regulator and for the cylinder valve used in the outfit shall be
furnished packaged with the operating space item kits for these items (see 3.8.1,
3.8.2, and 3.8.3).
3.12 Technical manuals. Two technical manuals shall be packaged with the
diving outfit, one covering the lightweight diving outfit in general, and the
other covering the diver's intercommunications set. These manuals will be items
furnished to the contractor by the Government (GFP, see 3.10). They shall be
packaged with the outfit.
3.13 Workmanship. Equipment shall be free of defects such as cracks or
flaws in material. Made-up joints shall be leak-tight. Air (gas) channels shall
be clear and free of collars (or steps), burrs, and other protrusions into flow
paths . There shall be no gross tool marks. Mold flashings shall be removed.
Polished external surfaces shall have a consistency and evenness of finish.
Assembled equipment shall be free of chips, filings, and other residues resulting
from manufacturing processes, Internal components, parts, and pipes shall be
cleaned of grease, oil, and other material deleterious to its use with high
pressure air. Except where otherwise specified, colors shall be even. The
equipment shall be free of burrs, sharp corners, and edges that will injure human
skin or puncture pure gum sheet rubber.
QUALITY ASSURANCE PROVISIONS

4.1 Responsiility for inspection Unless otherwise specified in the
contract or purchase order, the contractor is responsible for the performance of
all inspection requirements as specified herein. Except as otherwise specified
in the contract or purchase order, the contractor may use his own or any other
facilities suitable for the performance of the inspection requirements specified
herein, unless disapproved by the Government. The Government reserves the right
to perform any of the inspections set forth in the specification where such
inspections are `deemed necessary to ensure supplies and services conform to
prescribed requirements.
4.1.1 Responsibilitv for compliance. All items shall meet all requirements
of sections 3 and 5. The inspection set forth in this specification shall become
a part of the contractor's overall inspection system or quality program. The
absence of any inspection requirements in the specification shall not relieve the
contractor of the responsibility of ensuring that all products or supplies
submitted to the Government for acceptance comply with all requirements of the
Sampling inspection, as part of the manufacturing operations, is an
contract,
acceptable practice to ascertain conformance to requirements, however, this does
not authorize submission of known defective material, either indicated or actual,
nor does it commit the Government to accept defective material.
